Raw steel. Reproduction style replacement for OEM 59847-04. Note: For 07-09 XL models in combination with fenders that have no provision for the ECU (Electronic Control Unit) it is required to cut an opening in the fender to accommodate installation of the ECU unit in the stock location, or custom-install it elsewhere
